Definitly not a strobe light… I purchased 2 of these battery powered strobes to use for our first ever haunted house. They arrived late (but I am in England on a US Military base so items shipping to an APO are often late…I don’t fault the seller), and when I opened them up I immediately realized that they were not worth the money. One of the strobes would not turn on/off with the switch; it was permanently ON. The other strobed very slowly regardless of having new batteries. To be fair, I own another 6 battery…
